If by 2 way you mean reciprocal linking and by 3 way you mean ABC. ABC is better for page rank, reciprocal would work for page rank as well and would also work to drive traffic to your site, depending on where the link is placed.

Another thing don't get site wide links. If possible get contextual in-text link from an inner page that is linked from the homepage of the site

Don't "overuse" this type of link building (like almost everything else) as it can backfire pretty quick.

good authority site, better rankings, no spam on it, you see relative content.

these points are enough to go ahead & look for links from other partners.
