How to Do Balance Transfer (CCs)?

Guys,

Does anyone of you know perhaps how could I transfer ONLINE (!) funds from one credit card (any type, any country) to another one (also any type, any country) without needing to input bank account details or use any ebanking web application - so strictly only with inputting credit card details; both - the one FROM where funds should be sent and the one TO where should be sent? As few as possible details, ideally only card number, cvv, exp date.

Any such web (or desktop) software exist? Or how could be this done? Even if AMEX, which is the only card provider that offers web application, it wouldn't be useful because of no login details. So how could this be done online? Call isn't online so calling the provider wouldn't be an option.

you can transfer to a bank acc. using xoom or you can try Western Union if you can pick up cash.
