I wanted to know what is the best and cheapest method to stream 24/7 on YouTube and Twitch?

setup obs and connect to both, use a third party platform connected to obs , and stream to both platform

OBS, restream and I guess you will be streaming a already recorded and edited video you can use VLC capture it with OBS have it in a loop and start streaming from this moment on you will need to keep and eye in your computer and make sure can keep with the work load, doesn't over heat and for any electrical fluctuations.
 
I used OBS Studio and Restream When choosing a method, consider cost, flexibility, and compatibility with your needs.
