Click through rate is a secondary condition to whether you get banned or not.
A primary condition is the site you are sending it to, and whether the traffic you refer converts at roughly the expected rate FOR THEM
If you are sending a lot of "dud" traffic to the Adwords (client side AdSense) landing page, and it is converting for the client at a much lower rate than expected - then you might get investigated or banned.
I've sent AdSense traffic through that converts at almost 50% to a moped / scooter deal for years on end. SInce 2009 if I remember. Only stopped about 18 months ago.
Adwords client was chuffed - I was chuffed, Google was chuffed visitor got what they wanted
If you are ranking for the right buying keywords. Keywords that contain explicit buying imperatives as well as product/service descriptors, then a very high CTR is quite normal.
Example people that got to my site for "UK scooter" converted at about 4%. Those that arrived for terms like "£100 off moped delivered" as a general search term converted at about 35%.
The first phrase is full of window shoppers, students, "maybe's" and research type queries,
The second phrase contains people who know exactly what they want, when they want it and who they want it from. Those people are going to click - because that's exactly why they came to your site.
If you visitors to your website with crappy traffic and "trick" people into clicking adsense ads. You're probably in for a rough time. If you are legit, you are cool and good to go.
