You have to find out the IP addresses for your competitors and block them via IP exclusions if you are using Google ads mainly. For this you can use Traffic guard.

Does any of these paid tools work? Or is it better to pull out the traffic report, analyse it and exclude certain IP?

That's also a good way to go for it. The tools work btw. It's just that with tools you don't spend your time, manually excluding IPs you don't spend your money. Pick whichever you like
 
To deal with fake clicks, track suspicious patterns, exclude bad IPs, and report to Google for investigation.
