How to deal with continuous Instagram harassment?

One of my friend's ex, repeatedly messaging, commenting her IG profile.
Also msging to her friends. Everyone blocks and reports the profiles.
And he is doing same harassment from other fake profiles.
So this problem in his control, this sick man can continue this harassment endlessly.
It would be easy to take legal action if this guy in the same country but he is in another country.
What's the solution?

Lock the profile, and only accept people you know. How is this not an obvious solution to you?

Make the account private and ask the people harassed to do the same. Eventually he will get over it

One option is private as suggested, and second one you’ll create fake profiles and messsge him to piss him off get a message of his medicine

If the solutions of the people who is commenting this thread dont work, go to the police.
It starts like this, maybe next day the harassment will not be only in social media.
