how to crop video with blur on both sides

hey guys sorry for noob questions, but how do you crop a video and instead of having 2 black lines on the side, you have the video blurred on 2 sides, i see this a lot in compilation videos as a way to fool youtube algo,

so how do you do this?

Can easily be done using Adobe after effects or premiere.

Adobe is free if you know where to look for it most probably yes since blur is quiet commonly used.

Adobe softwares give you 7 days free trial. If you really need a software, you can go for their trial too.
