You can create your account without a phone number.
The phone number is just in case they locked it, sometimes they did that for no reason & you just find that pop up asking you to enter a valid phone number & confirming it before being able to use your account again.

No, Twitter requires that you put some type of phone number. Even if you manage to create the account without them asking for a phone number the account will soon get locked, even if you haven't tweeted anything.
