How to create those spammy download link type ad pages?

Hi I am very new to monetizing blogging.
So there are few websites that provide cracked apk or pirated movies, and they usually run you through multiple ad spammed pages, make you wait XYZ seconds, before loading the download link.

How does one make such website where the download button itself is an ad, and what type of ad networks do these websites run? Cos if it were google adsense, wouldn't they get banned and they cant link ads to buttons/images right?

Did you find a way to this?

Doing so may result in fines.

If they make you run trough multiple websites it could be a website like linkvertise, admaven or an "url shortener".
If you click on a download button but another tab opens that has nothing to do with the download of the file, that could be pop ads. They get provided by networks like popads, propellerads, etc.

What about download button that are similar to Display Ads types? Which networks provide them?
