Are those sitelinks? What use are they if they're not expanded? I wouldn't click on those.

Back on topic, though, I'm 99% sure there's microdata involved. Check the sitelinks section of your GSC and you'll get more details.
 
You just need to create good site navigation. And then Google will show it automatically if the site is ranked well.

This can be navigation to different pages of the site, or navigation within the page. To navigate inside the page, you can add a "table of contents", sometimes it also works and Google shows some links.

Just go with breadcrumbs schema, and you'll be okay. I can't add links to the post, but I have an article about this. I'll add it later.
