If you need more help than you already got you are going to have trouble.

Flourish has examples showing their various charts under the menu item "Examples".
Your request is the first example: "Bar Chart Race".
There are many YouTubers using this. There are YouTube videos showing how to create videos using Flourish charts.
Just search YT for "How to create a flourish bar chart race". You will find many tutorials.

You need a spreadsheet with the data you want to use. Upload the spreadsheet to Flourish and choose the chart you want. Add graphics and adjust how the chart is displayed by choosing various options. Run the chart. When it looks good, record it with a screen recorder.

EDIT: The biggest YT channel using this is probably "Data is Beautiful". Joined 2017, 1.1 Million subs, 137 Million views.

I think any video editing software like Adobe After Effects.
