Procreate or AffinityDesigner should work for this type of drawing (especially if you've an iPad)

Adobe Illustrator Draw is also a good option

Not sure, but this Prisma app makes portraits like that, you need to install and test various styles.

I've used Prisma for something similar although not in the same style and it's worked well.

And +1 to the reasons why I hate pugs. Never looked into their bloodshot eyes before
