How to create stealth payoneer and withdraw from it?

Hi everyone,
Now I want to create Payoneer accounts from another country (not my country) and withdraw money to my primary wallet. There are 2 problems I think that I need to deal with:
1/ I don't have another country bank account.
2/ Payoneer does not allow me to transfer money from one account to another Payoneer account. They do allow to add someone else bank account to withdraw but I don't know that can I add a bank account from not the same country with the Payoneer account?
So what do you think? Can you give me some ideas to do this?
