That is a very complex and multi-faceted question, really. Too wide, man.
Unless you know programming, expect to spend a ton of money just for the MVP.
So you need:
- A multi-user SMM Panel app
- Website to market and serve it on
- A pretty decent server, depending how many users you have
Really, really rough cost estimates:
1. SMM Panel coding: API and Web Development needed, I would say 10 - 15k for MVP could work if you get lucky with dev and how many/what kind of feratures you want.
2. Design for the website and SMM panel: Depending how complex you want it to be, maybe 2 - 2.5k
3. Server and maintenance costs: Server 80USD per month, code and security maintenance you should put at least 1k aside per month + have few thousand in reserve in case a major API update or smth breaks stuff and you need to act fast
So what you need? A lot of money.

If you can do all of that yourself, this will of course lower the cost drastically. Not sure what you mean by accounts?
It might be a tad of a highball, but that's the right approach when considering project budget. Perhaps my assumption is wrong, but I assume OP wants to provide a SaaS in web app form. It's good to have a high balance no matter what in every project you are in, but also you don't need to spend money worthless on things that you can get cheaper, at the same quality or service. On short, be smart.

buying a child panel under a big panel is quite a good idea

I think there are some panels you sell child panels this would be good if you are starting out and if you start seeing some profits then you can invest more and create your own private server. Just start small with minimum investment and see how it's going before trying to invest big.
