Try optimizing your video by adding hashtags and creating a little fake activity. Yes. Tik Tok did not restrict my accounts in any way. You can use any VPN, even a free one. There is no way Tik Tok can track you specifically. He obviously will not do a complete check of the user: usually the IP is enough. But even with the same IP you can have several accounts.

from what i known and from my experience creating account in tiktok its not a big deal , the real problem come when you trying to drive paid traffic & get more impression on the video or any content i tried several "fake device" with same condition ip , user agent , unique content , seems like TikTok have kind of score system for each account which will get more impression on the video.

Actually, I think they do. I have tested few things in TikTok, and I can say that having multiple accounts can trigger their system
