How to create mini sites for CPA

Sometimes I come across sites on the Internet which consist of only one page. I wonder how they can get traffic. I sometimes read about some CPA tactic like setup a webpage where all it do is ask "do you want free iphone?" then redirect traffic etc. And this is sites being ranked #1 in Google within 24 hours.

I struggle to get my sites within the top 100 and the sites been online for atleast a month.

So I wonder how such webpages (not websites) can do so well?

Take an example,
I checked google trends, times square is a hot topic. How can you create a site/page that within 5 hours can be online and indexed by google - so short time because now many are searching that term as of welcoming the new year etc... this is a webpage promoting a cpa offer.... I expect no backlinks can be taken in to account in such short timespan...

if u want to get ranked quickly then create web page on authority sites
they get indexed fast and rank easily bcoz of the authority site
