Im not exactly sure what you are asking?
The diagram is one posibility, but that doesnt actually explain HOW to build the website.
So are you asking how to build the website, or are you asking if the diagram is correct?

It's Very Simple use VLC for Streaming Websites on your Server & Then make a page using HTML5 OR Flash you will get your Streaming Done

But this will take a Lot of your Bandwidth ..
