You can create Gmail through mobile without any mobile number verification. On desktop/PC it requires number but on mobile you can create new account without any verification
 
It's all about fingerprints. You need to know how to mask your fingerprints in order to avoid the pva. If you are developing your own bot, you don't need to directly copy the details, but type. Also, use real names instead of randomly generated text and numbers. 4G proxies as well, usually one account - one proxy do the trick.

I have tested this a lot. It always comes down to the quality of the ip address and some of the browser fingerprints like Webrtc IP, DNS and correct and consistent timezone.
1) Get a good quality 4G proxy
2) Make sure webrtc is not revealing your real IP address. Block it or patch it.
3) Check if DNS is leaking your real location.
4) Make sure the timezone and language is the same that can be determined from the IP address.
and of course clean browser. No previous attempts of making gmails on it.
