You can use temporary virtual numbers or SMS receive service to create gmail without a personal phone number but be careful with privacy...

Re-verifications are triggered randomly on new accounts.
A phone number costs about 20 cents at websites with disposable numbers.
If you want to make few accounts, try android / ios + incognito mode in browser + mobile data. Using this way verification might not be triggered, but it's gonna be like 5 accounts a day.

I used Nextplus to create my gmail. But now, I tried to create a new gmail with a new number from Textplus. Keep in mind, Their the same company. VOIP numbers are blocked, but they can be used for Verification as a second Phone-Number

That’s risky — banks and Google both flag that. Best to use real info or set up Google Workspace if you need multiple emails.
