How to create edu and gov backlinks?

So, there are many services selling .edu and .gov links as part of their SEO package. I don't think they're using whitehat methods of manual outreach to professors etc. and convincing them to give a backlink since they're doing it on such large scale. All online guides I've found only explain the whitehat method of manual outreach and setting up scholarships etc.

How are they doing it?

At the most basic level they'll be scraping for platforms like usual but adding in a site:.edu parameter. Eg. many .edu links you'll get will be forum profiles, here's a Google query to find WPFORO forums on .edu domains:
site:.edu "About Me" "Timezone" "Member Activity"

The better .edu and .gov suppliers will be researching less-known or custom coded platforms that have a profile page or a blogging system that you can leverage for links.

Yes, most of those link sellers are just scraping .edu and .gov sites. They find old and outdated scripts and sections where anyone can publish content. You shouldn't bother making or buying such links. Not really worth it in my experience.

Its worth every penny, i see one person ranking on first result for a movie torrent, and that link was a edu forum profile.

Google usually ignores profile, comment, and forum links even if they are from edu and gov sites. If you want such links, you should clearly ask the seller if you get contextual links or other type of links.
