How to Create "Brand" Site?

Hi I'm New to Webdesign I'm working as freelancer. So I got Order to Create " brand " Site. She also sent me PDF file with some information files.. And said " Follow brand guidelines" Can u Please me how to do it? And She just want do front page and color apartment...Any Help? Tips?
 
A brand site is a site in which you present your brand! (a sort of presentation without, substantially, any other features...).
No e-commerce, no blog, etc.
A brand site have to fully represent the brand itself! So you have to respect the brand guidelines manual. In the manual (the documente she sent you) you'll find the rules ot the logo utilization (the colours to use, the dimension, etc), rules on the proportion of the graphic applications, rules on the fonts to use, etc. etc.

Is this for a friend or a client you worked with in the past that is giving you some leeway (some measure of tolerance)?
If not, unless that dough is needed to feed your family, decline the job or let her know you will need a little more time to work out the details.
COueno provided a good start, suggesting you find the tone your client is looking for.
EG: a rapper would want a different tone than a opera singer. Same with a fast food joint and a restaurant with table linen.
