How to create and manage a really small engagement group?

I live in a pretty small country and work in a pretty small niche in that country. Most accounts in my niche have a round 500-5k followers. I know almost none of them use bots or are into any of this blackhat stuff.

I have an account with 1,5 k followers and I have never been in an engagement group. However now I am thinking about organizing all the accounts in my small niche in an engagement group.

Most of the account owners in my niche are probably women in their 20-40's, and not technical. Most of them wont have telegram or kik, and it would be too much of a hassle to get them to install these apps.

How would you guys go about organizing these people in an engagement group?

And what are the rules of the most simple kind of engagement group? How should I explain to all these people what we are supposed to do exactly? How do you manage an engagement group through DM?

not even bother, small scale groups wont make much of an impact.

you'll do things better by commenting on their posts every now and then, than trying to start an engegement group with them.
