How To Create Accounts?

I just bought followliker and proxies and I'm trying to make 60 accounts but literally nothing is working. I tried InstaPic but it doesn't let you register new accounts. I tried BlueStacks but it says my IP is detected as an Open Proxy. I thought maybe it was an issue with the proxies but when I use my home IP it still says its an open proxy so something is fucked up. I really don't want to use my phone as there is a lot of stuff on it and it would be a giant pain to keep restoring it and backing it up. Is there anything that actually works? Thanks

You only need 60? Just buy them.
