Hi everybody . I want to create a youtube account but don't know how. Can anyone who has already created it please help me? Thank you very much.

visiting the YouTube website and selecting the Sign In option located in the top right corner. You'll then be prompted to either sign in with an existing Google account or create a new one. After signing in, click on your profile picture and choose 'Your Channel' from the dropdown menu. Follow the on-screen instructions to customize your channel name, profile picture, and other details.

What I want to ask is, can I use other people's videos to make videos for my YouTube channel? Is there any violation?
Its a grey area, and one that maybe get clammed down in the future, as many creators are complaining of what are known as "Green screen kids" where they just remix a video with their face on it, or some kind of reaction or commontoary overview. Be more proud of your creative potential rather than just sucking sweaty hard working individuals already on youtube. Pick up a course on animations and get yourself a tablet. Or get yourself a digital camera, and take footage, and make videos with friends. Definatly your first step should be studying what on youtube already, and what is working for most people.

Here is a link to someone that works hard with their content, and has been for a decade+ and now they have 7million followers.

Original hard work always puts you to the top. Wheras mediocre copying, or imitation gets you nowhere for an indefinite period.

Go to YouTube, click "Sign In", use your Google account, or create one if you don't have any. Using other people's videos without permission can get you in trouble. It's better to make your content or use videos you're allowed to use to stay out of legal trouble on YouTube.
