I am creating a lot of youtube accounts without phone verification and they are working very good for mass uploading and rating and they are still alive for long term ... Why you don`t try without phone verification?

It works if you use ccleaner and change the IP.
I was able to create an account and only occasionally was I asked to verify by phone. I included some of the tips in this post like using an unusual name, use different IP, don't include email or phone number at sign up etc.
That worked fine for months but lately every time I sign up using the Incognito window in Chrome I'm ALWAYS asked to verify by phone. I will run out of phone numbers soon as I think you only get 5 numbers per account.
Have others found that they always have to verify as well now?
