How to create a spam site like this ?

How to create a site like those you find in the comment of the popular youtube channels, where you are "supposed" to get some gifts.

At some point you are asked to complete a survey to get the "gifts".
All i know about CPA is that they don't accept anybody, you have to talk with them first etc.. so how do they succeed to integrate them ?
