How to create a GPT or Offer Wall app/website?

How can I create that app? Would I be able to apply to CPA networks and what not, using my app?

Can I just hop onto fiverr and look for somebody? I'd obviously buy ads to promote it

High enough payouts through CPAgrip and this seems like a good idea, only need 100 active people per month to help make you bank

In addition, for the business to grow you need publishers.
Publishers will be provided with offers in the offer wall, they implement your offer wall in their sites and show it to their users.

I have like this app and I can say it is not gold myne, basically on one years I learned very small amount off money. Don`t waste time, because all popular networks don`t have normal offers.

2 big networks will not gonna approve you.
