How to create 4g proxies?

I can get really cheap sim cards with 4g internet on them.
How can I use them as proxies ?
Can I create accounts on each sim card if i change the device ip and all that other stuff?
Really interested in creating my own proxies, as most of the ones you find online are flagged.

You can but it's not that simple. You will need multiple USB dongles like this one or SIM device like this one
Plus you need to know how to program it to work with your bot. Note: devices above are just example, you can find better and cheaper.

So it would be easier just to create accounts on those and then put the accounts on some residential proxy?

Yes, it would be easier. Still, you can experiment with it, buy a small device and give it try. You will get best quality proxies this way.
 
Also one thing to consider is that mobile carriers usually don't assign public IPv4 Addresses directly to the devices these days. Usually it's routed to a proxy server on the carriers side first and then routed to a public Address. So a possible solution for this could be Server OpenVPN (e.g AWS) -> VPN to Raspberry Pi with USB Modem attached
 
I have a 16 port and would love to use it for proxies. I have windows 7. anyone make this work?

I have a version like this but it holds 16 sims.
I can text from it using an old software and SQL server installed on my Windows 7 computer.
I have NO IDEA how to make it proxy
would love some help if anyone knows how to make it a proxy
