how to creat Tier 1 by hand?

Hi guys,
Now I am planning to buy GSA and Scrapebox next month for Tier 2 and Tier 3.
After 2 weeks reviews in forum, I recognized that the most important is Tier 1 link quality.

So before running GSA and Scrapebox, how to create high quality Tier 1 links by hand?

1, contents I will write by hand, no problem.
2, But how to search high DA/CF .org, .edu, new release, PBN, Guestbook, web2.0 by google?
3, How to know which results can be signed up and issue articles?
4, I need about 20 Tier 1 links by hand, is there any suggestions?

You Are Planing GSA, Scrapebox For Tier 2 And Tier 3 But You Don't Know How To Create Tier 1?

You can easily create web2.0 properties by hand and have contextual backlinks that you can boost up with GSA Ser. You might find some blogs where you can leave a comment or some press release site to leave an article, but I don't think you will find a quality PBN or news site where you can post for free. Maybe if you do guest posting by emailing webmasters to get a link in exchange for your good article, but that's gonna take a lot of time and effort to find those sites, get in contact and negotiate a good deal. One option is to set up expired domains, host them and have a site on it to create a PBN, but that's gonna need time and budget, often not worth it for a single project. It's hard these days to get free or very cheap good quality tier1 backlinks.

I don't thing is it easy to create Tier 1. If you success to create you have to make web 2.0 for those to rank.

Do some manual link building like guest post and quality PBn. it would be more good for tier 1
