You can use http://whatcms.org/, although that website doesn't always detect the right CMS (on soem of my Wordpress websites, I get the error message "Sorry, we couldn't detect a CMS").
Sometimes, looking in the footer of the webpage will also give you a clue.

Ok Thank you all of you guys. i got a client from fiverr. who is looking to optimized his site for mobile. its not WordPress based. he build website on Serif WePlus X8 software. so i don't know what to do now. he want me to recreate his website and make it mobile responsive. I know WordPress Little Bit Now And Know about Responsive Theme. I already install WordPress on My VMWARE to More Practice . But Someone Please Help Me How Do His Site Mobile Responsive.

then it won't be as easy as it sounds, you'll most probably need to build a new theme for him from scratch and you'll need to know what you're doing and it will cost $xxx so i doubt you can just find someone to give you a save on this

Try Handheld plugin from elegant themes.. I am using it for most of my sites.. and it works great..
Sometimes need a bit of work to fix few things , but it works great..
