Have you tried JAVBucks, as I adviced earlier?
I don't have such traffic for this aff program.
Checked few true japanese aff programs. Not possible to work.
The reasons:
1) j-a-net.jp - everything in japanese (no english), but anyway I've registered using Google translate and received a decline
2) valuecommerce.ne.jp - everything in japanese (no english)
3) a8.net - not possible to work for foreigners outside Japan
4) moba8.net - everything in japanese (no english), sent an e-mail with question
5) I also checked rakuten.com (linkshare.com) - there is no info about EPC and mostly it is goods (no or little quantity of digital offers)
I also checked 10+ european or american networks. Very low quantity of japanese offers with low EPC.
I would like to find digital offers for mobile japanese traffic.

Try Ad Japon (adjapon.com) they work good for me. I can get you help in touch with rep (English speaking).
