...besides the fact that the VPN connection is being logged, too.
So a simple VPN is not safe.

You could build up a cascade of Tor and proxy services.
Believe me, everything at the Internet could be logged. If the service doesn't log the traffic, then his upstream providers could log it.
For certain government authorities (e. g. NSA) it's no problem to log anything.

Some VPN providers logged their users. Example is HMA. Some don't, or at least has no logging policy.
Examples are:

This is a great question, What I thought would work is just using a stealth tunnel bear on a proxy, then using it to change locations and open up a stealth aws account. You'd also be able to just open the aws account on proxy but adding tunnel bear is an extra measure of precaution. Once you have the stealth aws... your cruising arnt you? They accept vcc for the backup payment method on the one year free tier... So all that's left is to connect from there to your off shore vps.
Sounds Like the only way possible... If you'd like to do it another way, I'd say a good Virtual Disk Image on Virtual Box...... and connect through that virtual machine to your off shore vps.

This won't change the type of connection or even your local IP address you're connecting to your provider (DSL, cable, dial in, 4G, ...).

If you would use a Linux VPS instead (no Windows), then you could simply use Tor with SSH/SCP/VNC for this.

You can tunnel the connection through Tor on the Virtual Box. Qubes does this automatically i believe.

Other than a VPN, you can also try using a proxy and using a software called proxifier, that would redirect all your incoming/outgoing traffic from your computer. Please note that there may be a little bit more configuration for RDP on that respective software, as you may need to do some software binding to a specific IP.
That software also allows you to use SOCKS connectivity, and given the simple and basic nature of SOCKS (which is a much simpler protocol as compared to HTTP/HTTPS), this would double up on your anonymity when logging into the VPS, as the risk of getting your computer's IP being logged would also be lesser.
