ROI, same way you judge any other service in the world.

It's very simple. Google: seo "city" and you'll see the best companies on the top #3.

What aspect of the SEO companies are you trying to compare? Their trustworthiness? Their tactics? The ROI they provide?

Google " Seo services " then you will realise all sites are unfordable and if they are they promise you result after 6 months.
7f you lucky to get a cheap one they pum bots and tell you that you have started receiving customers.

Switch back to black hat..... Thats my long journey of comparing Seos

Sorry forgot to tell you aftre subscribing to one Seo i saw indians and guys from phillipine combing my site. I guess them seo outsourced to black hat

You can search for seo companies in google, but you should ensure that the company you are choosing uses only white hat method , else it may end up penalizing your site instead of ranking. See old work samples and results compare them, compare their response time when you contact them and ask for sample reports which they send to their client, rank sample report, SEO strategy phase wise how do they target onpage and offpage, moreover ask for their packages with detailed workscope.
This way you would select the best out of all, the company which can provide all is the one you require most likely.

You basically can't compare seo companies because they rarely share any results they achieved, most of seo companies even don't know their results. They hide their clients just in case of safety. There are nearly no good SEO case studies.
If you going to find decent seo company you should start from this very forum, talk to old sharks
