How to claim IG username?

Hello, I want to claim instagram username which is inactive for many years, is that possible? I have tried to reach to buy username from him but no answer,

Can anyone help?

as per insta rules.
  1. Ask the current owner to change their username.
  2. Make an offer to buy it from them.
  3. Report it to Instagram if the account is inactive.
  4. File a trademark report.
 
If you ask them to change their username and you buy it, it will benefit you greatly.
 
As far as I know, you cannot claim a user name that is or has been in use.
 
Yes but that username is inactive for a long period of time, that's why I thought Instagram will give it to me

Try to contact Instagram concerning the username, you could get it if they think it has been inactive for too long.
 
The only way to get an inactive username is to contact the owner of the account if he is willing to sell or give up his username. I don't think IG has any form or process for claiming inactive usernames or they close inactive accounts so that the username can be re-assigned.

They don’t. And if you get it wiped his Instagram there is no way to guarantee you get it once it’s available. If it’s really sought after, there’s a good chance it’s in a list on some trigger happy handle snipe bots

Is there an update on this? I think we are referring to a username claim service. I have searched the forums and only see inquiries from banned members. For example, an inactive account
 
If the account is inactive, you can report it to Instagram.
