How to claim an inactive accounts UN?

There’s a username I’m looking to claim that represents my brand but it is taken by an account that looks to be inactive.

Any ways to go about owning it? Besides DMing the account and offering money, which I’ve tried but doesn’t seem like anyone is checking the account.

Saw some videos instructing to use the form on instagram to say they are impersonating me but not sure how successful that is.

Anyone been through the process that can offer some insight?
