This goes is most cases, but is not completely true.
I am located in Hong Kong - and if i search on http://www.google.com for my money keyword, my site shows position #3 (with the pws=0 setting) - same goes with the /?gws_rd=ssl# setting (in incognito browser).

This doesnt mean that my keyword is actually on the #3 postion on google.com - this is only for people that are searching from Hong Kong area.

If i do the same search through a VPN / proxy that's located in the USA - then my site is position #40.

Edit: I'm not talking about my ranking on google.com.hk
