I mailed my mailing list on how to do this right after it happened. You might find the free tips link in my sig useful and I send out helpful mails when things like this happen as well.
That said, you just need an ip from the country you want to work with. So if you want france, get french ips. If you want UK, get UK ips.
You can run multiple instances of the rank tracker by running multiple instances of Scrapebox. Then for each instance just work with the ips from the countries you want to rank track for. So if you want France and UK setup 1 instance with your french projects and your french ips and a different instance with your UK projects and UK ips.

As for how to do that, if you use a delay of 60 and stop after 100 results and use 100 results, and that works for you, even 1 ip will likely work just fine. You can schedule all this while your asleep.
As for proxies, squidproxies.com allows you to pick your proxies, as long as they offer proxies from the country you need and they have a bunch of countries. When this happened I talked with them about if they will allow this and they said yes. They even made a 20% lifetime discount code for my readers, but you can use it

obviously back connect/rotating/reverse proxies are not going to be a good choice in this situation. You want dedicated or semi dedicated/shared ips.
One convenient thing as well as to why I like squid proxies for this, is that when they give you an ip, you keep that ip as long as you are a customer. So you don't have to go messing around updating your rank tracker project every month.
Other providers may do this if you ask. But be aware you may need to stay on top of it from time to time, because I did this with one provider and they would have servers and ips that would just die and never come back. Normally if you mail them they will of course replace them and by default they rotate everyones proxies every month, so it would be no big deal if 1 or a few fall off. But I requested to keep the same proxies so after a few months many of my proxies would just be dead and I would have to check them all and mail them for replacements and it was a mess.
In my case I was just posting with them so I just had some python written to grab the proxies all the time and update them on my end, solved the issue there, but I don't think you will have that issue with squidproxies because their model is to have you keep the same proxies. So they won't have them flying all over the place between many users and have the need to rotate them out with new ip blocks and servers etc..
