Is there any way to find a list of all the plugins of any wordpress site?

Not all of them, but if you look into the source code of a WordPress website and search "plugins", you'll find all the front-end plugins that are used on the page.

Yap sure you can get the list of plugins easily. In your dashboard go to plugins option and you will get all the activated and disabled plugins list.

I think he may have meant wordpress sites other than his own?. If he didn't then I think I give up lol

He meant plugins that another website is using, he does not have access to dashboard as the website is not his.
