How to check penalized domain or not

I want to buy a domain consist of a very nice keyword that I want ...

I want to make sure the spam score can go to zero or 1 or 2% before I buy it. . But the seller said already do disavow long time ago. Seller want to sell it as is current poor status. No bad backlink linked to it but the spam score is so high 75%.

Also I am so afraid site is being penalized by google, how to Check the domain whether have penalized before I buy it?

I have checked the screenshot previously way back machine, it's seems never be operated previously. Only use as redirection website, so no history at all. It's organic traffic is zero all the time, no drop no rise.

What other thing I can do before I buy? I am so afraid it will be penalized by google. How to Check the site whether has penalized by google manual action? If seller do not allow you to access Google console. Is it all manual action can be removed?

Website content made that site penalized. So if you are going to develop that (have time etc..) you may change situation in the future, so that domain name become more valuable.

i recommend you don't buy this cause it was used as a redirection no any contents. So, there is my recomendations.

This is the most useless tool ever lol.
@OP Moz Spam score is completely meaningless, like literally zero relations to the actual state of the domain. If is indexed in Google then there is no sitewide manual penalty. If not - you have to add it in the Google search console and check for message. Thats it.
