How to check PBN quality ?

The only thing you can do apart of checking the metrics is to check the backlinks one by one, to see how good they actually are. Metrics tend to be inflated.
Spam score and domain age are not relevant when it comes to quality. You need to check it manually if you want to make sure it wasn't abused in the past. Archive, domaintools screenshot history, anchors, historic anchors, hosting history, etc.

The SEO metrics are a tool to get an idea. But like others mentioned you need to check the back-links to make sure it is not spammy links inflating the SEO-score.

You can start by checking DA and TF metrics. While DA can be easily manipulated, TF is a little bit more difficult to manipulate and thus I would recommend to consider this metrics. Check the amount of RD that the PBN has, even if the PBN has decent metrics but only a few RD linking to it, there is a chance that it will drop its metrics in future. Overall, TF18+, RD30+ with low amount of OBL and clean links would be a good PBN to use for link building.

Apart from PA, DA, TD, CF and RD, the link profile coming into each property is important. How many drops the domain/s have had can also play a role. The overall privacy, hosting pattern, setup and onpage content of the network as a whole are also important indicators of quality.
