How to check if website was optimized with black hat methods?

use Ahrefs and Wayback Machine to check its stats and content / backlinks history.
Design-wise - I mean, if it's washingmachinemart.in we are talking about - it's not worth the $800, but the design is only a small part of the analyzing process.
The good news is that it's indexed in google, so it most likely isn't penalized. But I'm not gonna check it in Ahrefs and WBM for you, you'll have to do this yourself

This doesn't looks $800 worth, i believe.

I just looked at this website on ahrefs and semrush both,
it looks at they don't have much organic traffic.
Most of backlinks look spammy links including spammed to death comment links.

well, the content page looks ok and standard.
but the homepage link is dead and you need to put some work re-design the homepage.
its nearly 30 posts, so if you buy for content, it's 800/30=$25 per post.
if you like the site, you can buy it. 800 is not worth but it is not over-price too much.
anyway if you decide to buy the site, you definitely to do a lot of work tweaking it.
