I'm considering purchasing a deleted domain, because my ecommerce website is penalized by google, but I want to make sure it's still valuable and won't cause issues down the line (e.g., penalties, bad history). What are the key steps and tools I should use to evaluate whether a deleted domain is worth buying or not?

Buy from a reseller. It will be more helpful if you buy from a trauted seller here on BHW as there BST are first received by mods. You can also check out the recent reviews.
