As a nonnative English speaker, I don't know how to check the quality of the article that I got.
As the price will not be always the way.

Grammarly and if the document is in Word, that will give suggestions too.

If you have the budget, hire an editor to proofread and change it.

I'm talking more about content quality ... means if the content is engaged or make you love what you read both
sellers can provide articles without any grammar mistake but it doesn't mean that the article quality is good.
cause it's easy for the writer to check his articles throw the same tools.

Grammarly premium check's for time etc but it can get you so far. Native proof reading would be your best bet
 
You should go for grammarly.
Also there are so many other software which you can use to check your English quality for your article.
Now Microsoft Word is so advance that it automatically detects the errors and some of them are auto-corrected by MS Word.
 
Following are the focuses that should be taken consideration while composing:-

Plan new content(you can take help from different sources and edge it in your own words to keep away from duplicacy)

Check it on copyscape

Utilize different instruments accessible online like Grammarly to check syntactic slip-ups

Give it a last check and Publish.

I think you're talking more engagement rather than grammatical errors. This is rather subjective, what is engaging to one may not be for another. My approach to this process is rather simplistic. After doing extensive KW research, I do a complete review of the competition's articles (based from my KWs) , then I enhance it. . Google basically reveal to us the articles they find relevant to the KW. In addition, from it's ranking factors you can also get an idea of posts which are embraced by visitors. I don't try to recreate the wheel, I just put rims on it ;)

In that case, you gotta just trust your writer.

There are a number of tools available in the market that will help you to check grammar as well as plagiarism in your article. I suggest you grammarly (paid version), copyscape, plagiarisma and copy leaks.

Human Writer (I know him, pay him few $$ to give a fast read and tell me about the quality)

- TutorOpedia is not an online tool.
- Grammarly also has a plagiarism checker available with them.
- SmallSEOTools is a much loved online plagiarism checker available online.
- Plagiarisma is compared and regarded as an alternative to Copyscape and Turnitin.

Get an editor which is more per hour but does less work, just gives final yes/no on article and suggestions for revisions. After a while you may be able to do it on your own but it's the only way to really know if you're nonnative. No one, machine or otherwise, can judge that except a native person.
