How to change phone on unclaimed listing?

I found a spam listing in my area. Before removing it how can I try to change the phone number?
Edit form high level local guide didn't work.
There is no website. Would it help to create a website with new phone number?

Getting phone number change is very difficult. Instead you can add website and in the website you can add your number (but remember that website name must be same as business name). In this way you can generate some leads from that GMB and make sure that on website add call button (easy for users to call directly)
