How to change ip using proxy?

Basically to get a new IP on a phone you would need to have an active simcard in it with a data plan and then toggle air plane mode on and off for a minimum of 30 seconds and that should rotate the IP address. Also, if you want to target the US tik tok individuals, you would need to insert a US SIM card. The Simcard doesn’t need a plan but you just need to have one in there. The only thing I don’t know is if you have to be in the US for that to work or anywhere in the world. Maybe someone can answer that here.
I want to target UK audience because for the US it requires Tax info and it is impossible for me to get that.
My problem now is how proxy works, there are alot of proxy types like mobile proxy, residential, SOCKS5 and much more, for using the ip i think potatso is good, now I only need to buy a proxy from a good website and I need to know what type of proxy I should buy.
I want to change my IP using proxy, is there any way to do that?
Is it possible to get IP with a paid VPN? Like Nordvpn or something like that

Basically, the ranking in terms of proxy quality generally goes like this.
1) 4G Mobile proxy
2) Residential proxy
3) Datacenter proxy
Each have their own benefits but in general, that is the model.
