Hello, I have one domain penalized. I want to do a 301 redirect to another one, but I want to disavow many spam backlinks in GSC. The problem is that I lost the email and password to access GSC, can I create new google account and add the domain in this account? Or google give me an error because this domain is already associated to another GSC? I can't access to the current google account with GSC for this domain. The email and password used is in my ex girlfriend pc lol and I can't access.

sadly yes. However you can use the new account to still disavow the links

no, they'll be accessible just like the old account,
verify the domain from the new account and you'll have the full access,
if your old g account is hacked, make sure to remove it afteward to prevent any problems

Create a new Google account and try to add the domain to GSC. If it's already verified elsewhere, you might get an error. You may need to verify domain ownership again. If you can't access the old account, try to recover it or contact Google support for help.

You can verify GSC with new account .But the old site will be lost.
