How to Bypass Telegram Messenger?

I was trying to send some members in a specific group a private message but i keep getting a red exclamation mark. I figured its my network but then i tried using another group and it works however this is not the group im interested in.

I had no idea Admins can block private messaging, i feel like its not possible but thats what im seeing.

Anyway to bypass this?
