How to bypass Microsoft- Bing ads campaign suspend

Hope you doing well !
I want to know how to publish a Blackhat campaign without that the campaign gets suspended.
I use an agency Bing accounts.
I publish the campaign for the first time with Whitehat title and description and whitehat keywords.
Once it's approved, I edit the title and description and add the Blackhat keywords.
The keywords get "Eligible" status after few minutes.
But most of the time the account get suspended or the campaign stop get new impressions or clicks

Any solution guys please!!
