So here's the method (you need an android device):

-With your android device go to Settings
-Scroll down and "Add Account"
-Choose Google
-Click on "New"
-Set name and Last Name and click the right arrow
-Set a google email, right arrow
-Set a Password, right arrow
-Click "Not Now", right arrow
-Accept
-Type Captcha code, right arrow
-Choose "Not Now"
-"Skip"
Account created! Now you just need to log-in with your computer and enjoy:)

You do know this is what everyone does right? And it asks you for phone verification when you login to the account, at least to me it has always asked.
