How to buy PERMANENT telegram account?

I've used to use services like 5sim etc to get verified telegram accounts, however I always get disconnected because other user connects to it. This is I imagine because they recycle these phone numbers.

I need a PERMANENT account, where I can receive sms from this number and it's only mine.

How can I get this?

add 2factor when you connect into telegram and use pin code

What if someone tries to recover that account? What happens if you don't now the pin code? Can you reset it via SMS?

In my country the ID is required to buy a prepaid sim so this is not an option for me

They're unable to recover the account if there is a password attached, an email linked (that isn't yours) obviously. The verification code gets sent to the device currently using your Telegram session, That being said, you could definitely contact Telegram support and report it, due to the fact that you can prove you own the number being used.

So is the case with most of other countries,
You're not limited by 1 number tho, you can get plenty (idk the limit) as far as I'm concerned

There are many services where you can rent a number to register a Telegram account.
The key is to use a real, non-virtual number.
After registration, it's recommended to buy a premium subscription and let the account sit for a while this way, the Telegram account will be securely tied to you for the long term
